The exclusive "4-Steps" 0 dBA technology referred to in the features section, revolves around this knob and four colorful lights.  The knob controls the 4 settings that you can set for the optimum temperature control versus noise level.  This is going to be a personal choice that you can make, based on your personal preference.  The chart below outlines the 4 settings.

4-Step Function
Temperature
(Celsius)
Speed(RPM)
Function
50
970
Fan will start rotate when temp reaches 45~50 degrees.
60
1240
Fan will start rotate when temp reaches 55~65 degrees.
70
1422 ~ full speed
Fan will start rotate when temp reaches 65 degrees and above.
Auto
0 ~ 1500
When switch to Auto mode, the fan will start rotating when the power is on.
A tolerance of +/-5 degrees is detected at 50, 60 and 70 degree settings

The 4 settings control the RPM of the giant fan that installed on the power supply.  By using a large fan, Aero-Cool can move more air at less RPM's which results in lower noise.

Testing

I used my trusty multimeter and measured each rail, while the computer was at idle and while it was under a load.  Here is the test system.

Motherboard Asus P5AD2 Premium
CPU P4 640 LGA775
Video ATI X800XT
Memory 1GB PC2-5400 DDR2
Power Supply Aero-Cool ZerodBA 620w
Storage 400GB Seagate HDD
Optical Lite-On 16X DVD+/-RW +DL
OS Windows XP SP2

Results

I can only give you my opinion on the sound level of the power supply, as I do not have a sound level meter.  I do not run a dead silent PC.  Although my computer is water-cooled, I still have some fans.  I can tell you that the sound was noticeably less with the ZerodBA than my old power supply.

Conclusion

This is a very impressive power supply.  The voltages didn't budge.  With the modular connections, I was expecting more fluctuation.  All I got was rock solid voltages on all rails.  The power supply meets all of the criteria for all of the newest technology.  It supports all of the dual video card formats as well as the dual core CPU power requirements, plus you get a little bling thrown in for free.  This power supply will more than meet your needs for your system.  Aero-Cool did a great job on their newest power supply and I'll highly recommend it for all of your computing needs.
